The Nigerian Tribune issued this editorial worried about the PDP’s possible use of state funds to build its party headquarters. The crux of the argument is:  

… THE erection of the PDP’s secretariat in Abuja then, is probably a fait accompli considering all the factors in its favour in terms of influence and finance. But the secretariat will be a monument to shame for both Nigeria and Nigerians. In the first place, though the secretariat is a party’s property, the financing of its construction will come in without any doubt from the donations from all the state governments controlled by the PDP. Thus, a government which ordinarily and constitutionally should be representing the collective interests of the citizenry, irrespective of party affiliations, will be in the absurd position of financing a party project through various forms of compulsory donations. The contractors, who have taken various forms of patronage, too, will definitely feel obliged to participate in the donation so that the patronage may not cease. …
